The City is currently transitioning utility billing software. Starting November 5, 2025, the City will launch a new utility billing system through Edmunds GovTech.
This new platform will introduce a modern, user-friendly payment system called WIPP (WorldPay Processor) for Automatic utility payments and credit card and ACH payments.
Please Note: There will be a gap in online payment service and posting updates beginning October 30, 2025 at 3:00pm to November 5, 2025 as our system converts. In-person and drop-off payments may still be made to City Hall during this timeframe, but there may be a delay in posting to your account.
What You Need to Know - AutoPay Payment Customers
If you are currently enrolled in Auto Pay through our FrontDesk, you must re-enroll in the new system called WIPP to continue having your City of Elkhart utility bill payment automatically deducted from your bank account each month. Details below:
FrontDesk Auto Pay will be discontinued effective October 30, 2025 at 3:00pm.
Customers will need to sign up in the new Edmunds GovTech payment portal, WIPP. The WIPP portal link will be posted and be available on November 5, 2025 on the City’s website and Facebook page. To avoid interruption of autopay service, City of Elkhart autopay customers must sign up in WIPP by November 18, 2025.
WIPP allows you to securely enter your bank account information for automatic monthly payments.
